The position is assigned to the Command Support Department (AIR-11.4) of the Office of Counsel, Naval Air System Command Headquarters (NAVAIRHQ), Patuxent River, MD.
The Command Support Department, AIR-11.4, provides legal counsel and services to the Command in the topical areas of intellectual property law, civilian personnel law, ethics and standards of conduct, business and commercial law, environmental law, fiscal law, acquisition fraud, Touhy practice and application of the Freedom of Information and Privacy Act.
KEY REQUIREMENTS

DUTIES:
Provide the full range of administrative support to the NAVAIR Intellectual Property Program including preparing and organizing patent files, assisting in d rafting and electronic filing of patent applications, assisting in interactions with the U.S. Patent and Trademark Office (USPTO) on all matters including drafting Office actions, transmittals, information disclosure statements and other USPTO submissions. Maintains a docket system of action dates for all patent-related matters.
Research and write draft legal opinions, draft briefs and other documents for review and use by attorneys in the practice areas identified in the job summary listed above.
Responsible for all aspects of responding to subpoenas, data calls, and other requests for information from various federal and state courts or other parties for testimony or documents from NAVAIR civilian and military employees.
Provide support to the Standards of Conduct Program Administrator. Ensures receipt of timely and responsive submissions from Command employees of all levels who are required to file annually the Confidential Financial Disclosure Report (OGE Form 450), and the Public Financial Disclosure Report (OGE 278).
Apply appropriate law or regulatory guidance to develop legally supportable conclusions.
QUALIFICATIONS REQUIRED:

Your resume must demonstrate at least one year of progressively related paralegal experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Progressively related paralegal experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Progressively related paralegal experience must demonstrate the following:
Conducting legal research in the areas of employment/civilian personnel law, intellectual property, fiscal law, environmental law, ethics, standards of conduct, contract law and administrative law; drafting legal opinions, briefs and litigation papers for review, approval and use by attorneys; administration of an intellectual property programs, database and docket system management; assembling and arranging case files, documents and exhibits for attorneys; directing and overseeing the maintenance of administrative files, logs and appointment dockets for counsel; searching legal references in legal libraries and automated legal information systems; monitoring the quality of work and compliance with legal requirements.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
OR
Combination of both experience and education.
