THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This position is located in the Counter-Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) Program Management Office, at the Nava! l Explosive Ordnance Disposal Technology Division (EODTECHDIV)! in Indian Head, Maryland. As an Administrative/Technical Specialist, you will be responsible for planning, coordinating and executing complex Foreign Military Sales (FMS) cases. KEY REQUIREMENTS

You must be a US Citizen.
Must be registered for Selective Service, see Legal & Regulatory Guidance.
Suitable for Federal employment as determined by background investigation.
Selectee may be required to successfully complete a probationary period.
You must obtain and maintain a Secret security clearance. DUTIES:

Duties include:
coordinating and executing Foreign Military Sales (FMS) cases, case modifications and case amendments through case closure

developing Letter of Offer and Acceptance (LOAs) and Price and Availability Data (P&As), processing case waivers, recommending releasability and disclosure decisions for requested articles and services

participating in drafting, reviewing and formulation of schedules, milest! ones, work plans and time-phased management plans to ensure commitments and requirements are addressed and desired results achieved

participating in Case Reconciliation Reviews (CRR), Financial Management Reviews, (FMR), Security Assistance Management Reviews (SAMR), and Program Management Reviews (PMR) meetings required by Navy International Program Office(NIPO), and other MILDEPS and Defense Security Cooperation Agency (DSCA)

preparing all supporting documentation for case closure package in accordance with Foreign Military Sales Case Reconciliation and Closure Manual (RCM) (DoD 5105.65-M)

using automated financial systems such as Security Cooperation Information Portal (SCIP) , Management Information System for International Logistics (MISIL) and Defense Integrated Financial System (DIFS), to research and resolve problem disbursements, reconcile contracts, and assemble correction packages for submission to the proper accounting activity QUALIFI! CATIONS REQUIRED:

NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-03 (GS-09/10) in the Federal service or equivalent experience in the private or public sector analyzing and advising on programs related to international sales and secure transfer of armaments. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qual! ifying experience include:

-- conducting studies of operating processes/procedures to identify, analyze and recommend solutions to problems

-- evaluating armament sales or transfer agreements for compliance with international policies and regulations

-- executing and monitoring armament sales cases activities to ensure commitments and requirements are in compliance with schedules and project plans

Education may be substituted for specialized experience as follow:

Successful completion of a Ph.D. or equivalent doctoral degree. OR , successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR , successful completion of an LL.M. degree related to program analysis. OR , a combination of experience and graduate education as described above that equates to one year of experience.

NT-05: Your resume must demonstrate at least one year of specialized! experience at or equivalent to the next lower pay band NT-04 (GS-11/12! ) in the Federal service or equivalent experience in the private or public sector analyzing and advising on foreign military sales and secure transfer of armaments. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:

-- planning, scheduling and conducting projects and studies to evaluate and recommend ways to improve foreign military sales operations

-- directing and controlling projects and support activities to ensure compliance with policies, regulations, and guidelines

-- developing new or modified work methods/processes, guidelines or procedures

-- planning, coordinating and executing foreign military sales cases activities to ensure conformance with schedules and project plans

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Program Management - International Career Field and be certified at Level II at the time of application.
