Supervises accounting staff, accounting functions, and pr! eparation of reports and statistics detailing financial results for assigned programs within the Child and Family Services Division as well as Senior Life programs within the Lifetime Services Division. Establishes and maintains accounting practices (within Departmental policy and guidelines) to ensure accurate, timely and reliable data necessary for business operations and financial support of assigned programs. Coordinates and schedules activities and responsibilities for assigned programs with program management, departmental management and co-workers, and external agencies. Position works with programs operating in highly regulated environments such as Foster Care, Head Starts and Nursing Homes and is responsible for partnering with program management to ensure fiscal compliance and maximization of funding. Supervises and participates in the development and implementation of accounting related goals, objectives, policies, and priorities for assigned programs. Continuous! ly monitors and evaluates the efficiency and effectiveness of ! service delivery methods and procedures. Identifies opportunities for improvement and reviews with Senior Financial Manager. Directs the implementation of agreed-upon improvements. Hires, assigns, trains, develops, and disciplines staff. Establishes and maintains effective communication with supervisory and support staff, program and funding source personnel, and other department customers. Develops and maintains current general knowledge of all aspects of assigned programs, and in-depth current knowledge of related fiscal matters.
Establishes and maintains compliance with all external reporting requirements related to assigned areas. This includes (but is not limited to) timely, accurate and appropriate submission of reports and maintenance of current file of applicable contracts and grants. Reviews work of assigned staff, including special projects, balance sheet reconciliations, monthly financial statements, variance analysis, budgets, projections, receivable activit! y and audits. Monitors staff adherence to departmental schedule for preparation of internal financial reports and analyses. Prepares, or delegates and reviews, special projects as requested. Bachelor’s degree in Accounting or Finance, with a minimum of five years professional accounting experience including two years as a supervisor, or an equivalent combination of education and experience. Ability to communicate effectively both verbally, and in writing, research, analyze and explain technical accounting issues and all forms of financial data; design and analyze manual and automated procedures and functions; understand and direct compliance in a regulatory environment; construct and review EXCEL spreadsheets and type simple memos using WORD; analyze and trouble shoot automated accounting system; supervise clerical and professional accounting staff.
