To facilitate t! he effective implementation of regulatory requirements & the patient-centered plan of care linking the Health Care Team, the member, systems, processes & standards of care. To develop, implement & monitor a regional program of care coordination for members of a defined population.
Essential Functions:
- Subject Matter Expert for the Mid Atlantic States Region on clinical trials state mandates, FDA & Medicare coverage of clinical trials. Maintains current knowledge base of clinical research trials availability to include clinical research trial resources. Utilizes Internet web searches, phone canvassing & networking of contacts for trial identification process for Kaiser MAS members & physicians. Maintains current knowledge of & seeks opportunities for continued education in areas of expertise.
- Oversees the development & use of data & documentation tools, care paths, & policies & procedures for the clinical research trial program.
- Exhibits precise documentation skills providing in-depth & on! going clinical assessment that bridges the internal & external care management of the patient.
- Ensures consistent & reliable documentation of case management activities in compliance w/ all organization & department st&ards. Practices w/in ethical & legal guidelines using established policies & procedures.
- Maintains confidentiality of patient records, information & departmental activities involving patient information in compliance w/ regulatory agencies. Informs & educates members of their rights.
- Participates in departmental activities related to education, staff meetings, guidelines & policy development.
- Educates & informs Regional Office Departments & Programs, Area Administration, Medical Center Administration, Health Care Teams, care coordination programs & local community agencies regarding:
- patient eligibility.
- trial searches.
- trial specific coverage issues, i.e., investigational devices, compassionate u! se trials, FDA investigational new drug applications, transplants that are listed as clinical trials (mini-haplo transplants).
- Out of Area & visiting member applications.
- Conducts region-wide clinical trial referral reviews - provides eligibility review &/or consultative services for all jurisdictions including Federal Government, Medicare & Out of Area to the Utilization Management review team (physicians & nurses).
- Evaluates treatment plan (protocol) for proper benefit application.
- Redirect members to Transplant Centers of Excellence as needed & collaborates w/ Kaiser MAS Regional Transplant Coordinators to provide continuity of care in cases where clinical research trials overlap w/ transplant (clinical research trials w/ transplant arms).
- Works in partnership w/ center physician leaders, specialty department chiefs & health plan managers to develop & implement a program to insure effective coordination of care for members bei! ng considered for or currently participating in active clinical researc! h trial w/in all jurisdictions including Medicare & out of area. Synchronizes services & ensures compliance w/ KP guidelines.
Qualifications
Basic Qualifications:
- 6 years of clinical experience in an ambulatory clinic setting required.
- Demonstrated program development &/or project management experience required.
- Bachelor's degree in nursing or other equivalent allied health discipline required.
- RN required in appropriate jurisdiction.
- Experience in the area of Clinical Trials preferred.
- Ambulatory case management experience preferred.
- Experience in referral processing or utilization management preferred.
- Master's degree in Nursing or other relevant area of study preferred.
- Certification in Case Management or Oncology preferred.
- Knowledge of KP sys! tems, local community resources & regulatory issues preferred.
