The IHS is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal and Urban operated facilities and programs. For information on the IHS visit of this position serves in the capacity as the Deputy and alter ego to the Director, DDTP and provides program leadership and coordination to implement strategies within the Indian Health System which includes Federal, Tribal and Urban Health Programs; provides day-to-day supervision and manages the DDTP personnel staff; and administers over 400! grants nationwide. Additionally, in conjunction with the Dire! ctor, DDTP he/she defines strategies, establishes goals and sets priorities for completion of projects, tasks and activities by the DDTP staff.

The incumbent reports to the Director, Division of Diabetes Treatment and Preventive Services within the Office of Clinical and Preventives Services.

Manages the fiscal resources of the DDTP and provides executive level administrat! ion including execution and management of an annual budget for over $160 million, administering and awarding over 400 grants and contracts, and communication of fiscal policy and information. Assures the utilization of resources to implement long term strategic plans.

Provides expert advice, guidance, and consultation on chronic diseases, diabetes, and health systems consistent with the latest advances in the field of nursing care for diabetes patients. Also, provides leadership and direction for the identification and implementation of goals and objectives and work for DDTP components including internal and external diabetes training programs for SDPI and I/T/U staff; the annual Diabetes Care and Outcomes Audit; and Reports to Congress.

Develops presentations and prepares responses to inquiries regarding DDTP and diabetes in AI/AN, and the DDTP website. Represents the Director, DDTP at meetings, briefings, and program conferences, as requested.

S! upervises and manages the DDPT professional and technical personnel sta! ff which includes over fifteen (15) Federal and Contracting employees providing day-to-day leadership, direction, oversight, and technical guidance and advice on assignments, issues, and problems. Leads the coordination, analysis, review, and approval of staff and contractor work in support of the mission of the DDTP. BASIC REQUIREMENT - Education : In order to qualify for this position, you must meet the education and registration requirements for a nursing position.

A degree or diploma from a professional nursing program approved by the legally designated state accrediting agency at the time the program was completed.

Licensure/C! ertification - An active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

MINIMUM QUALIFICATIONS:
You must demonstrate in your resume at least one year of specialized experience equivalent to at least the next lower grade level in the federal service obtained in either the private or public sector, performing the following types of tasks: leading, managing, or administering a diabetes program; providing direct diabetes patient care; analyzing and evaluating diabetes data; utilizing financial management systems; managing, reviewing, analyzing, and evaluating grants and contracts; preparing and presenting evaluations and reports; conducting or providing training on the aspects of diabetes, including treatment and prevention; leading or participating in health care improvement programs/projects; developing, implementing, and reviewing policies, and procedure! s relating to diabetes; providing advice, guidance and expertise in a t! eam environment; and making oral presentations and preparing reports, correspondence, issue/briefing papers, and program evaluations.

In order to receive credit for qualifying, specialized experience, the applicant's resume MUST support their responses to the assessment questions with clear examples. Leadership - Provides leadership and direction for the identification and implementation of goals and objectives and work for DDTP components including internal and external diabetes training programs for Special Diabetes Programs for Indians (SDPI) and I/T/U staff, the annual Diabetes Care and Outcomes Audit, and Reports to Congress. Manages the fiscal resour! ces of the DDTP and provides executive level administration including execution and management of an annual budget for over $160 million. Handles grant programs that provides funding for diabetes treatment and prevention services for over 400 HIS I/T/U Health Programs. Provides leadership for the three major components of the SDPI: (1) community-directed diabetes programs, (2) diabetes and cardiovascular disease prevention initiatives, and (3) strengthening the diabetes data infrastructure.
Technical Credibility - Provides expert advice, guidance, and consultation on chronic diseases, diabetes, and health systems. Administers and awards over 400 grants and contracts, and communication of fiscal policy and information.
Decision Making & Strategic Thinking - Makes sound, well-informed, and objective decisions of public and clinical health care principles, theories, concepts, standards of practice and issues for the AI/AN population as they relate to inpatient, outpati! ent, and community settings. Identifies and analyzes the impact and imp! lications of decisions to solve complex programmatic and technical data problems or issues. Manages, reviews, analyzes, evaluates the activities of DDTP to ensure the achievement of short and long range goals. Assures the utilization of resources to implement long term strategic plans.
Managing and Supervising - Supervises and manages the DDPT professional and technical personnel staff which includes over fifteen (15) Federal and Contracting employees providing day-to-day leadership, direction, oversight, and technical guidance and advice on assignments, issues, and problems.
Oral and Written Communications - Develops oral and written presentations and briefings, and prepares responses to inquiries regarding the DDTP. All submitted documents are written independently with a high degree of accuracy and without grammatical or typographical errors. Supervises the written and oral presentations and reports of others to assure the submission or presentation of accurate a! nd error-free material. CONDITIONS OF EMPLOYMENT:
