This position is located is located in the Office of the Deputy for Research and Practice Development (DRPD), Clinical Center Nursing Department (CCND), at the NIH Clinical Center (CC), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS). The position directly supports performance measurement and improvement, data and systems management, and outcomes assessment for the CCND and reports directly to the Program Director for Outcomes Management within Research and Practice Development. The incumbent in this position serves organizationally as a Nurse Consultant for Informatics .

The Clinical Center (CC) is the 240-bed research hospital and ambulatory care research facility in Bethesda, Maryland that supports the Intramural Research Program (IRP) of the National Institutes of Health.! It is the largest inpatient facility in the country devoted e! xclusively to clinical research, and provides a full range of services from ambulatory clinical to critical care and special procedures. The CC admits approximately 9,000 patients yearly. In addition, the outpatient clinics support nearly 100,000 patient visits annually. The focus at the CC on early phase and first-in-human clinical trials and on the study of rare diseases makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. The patient population generally has a clinical intensity higher than that of comparable specialties in academic medical centers, and patients are seen for prolonged periods of assessment, treatment and recovery.

Nursing at the CC exists to provide clinical care and research coordination for patients participating in clinical research studies conducted by investigators within the IRP. As integral research team members, CC nurses provide su! pport for the design, coordination, implementation and dissemination of clinical research by NIH investigators, with a focus on patient safety, continuity of care and informed participation. Nursing leadership is also committed to supporting the NIH effort to train the next generation of clinical researchers and provide national leadership for the clinical research enterprise. The vision for nursing at the CC is to lead the Nation in implementing a specialty practice model for Clinical Research Nursing.

Ideal candidate would have a graduate degree in clinical informatics, with experience in electronic medical record documentation data capture and data recovery utilizing relational databases.

If you are selected for th! is position your responsibilities will include:

• Gathering a! nd assessing functional technical requirements for informatics projects and initiatives.

• Serving as a liaison between the CCND and the Department of Clinical Research Informatics (DCRI). Identifying opportunities to advance the current state of technological support to data collection and management for quality improvement, evidence based practice, and clinical research initiatives.

• Developing and maintaining expertise in clinical documentation systems and other databases used for data collection and management, including developing methods of data communication, hardware and software integration, data transformation, and automation.

• Implementing and evaluating changes for the operation of a complex medical information system with multiple components including use of standard vocabularies for clinical care.

• Evaluating Clinical Research Information System (CRIS) enhancements utilizing standard and accepted methodologies.
• Developing recommendations for improvements in system utilization based on clinical impact and stakeholder feedback.

• Identifying appropriate tools or systems to apply to specific problems or questions, including process improvement or redesign, literature review, secondary analysis of outcomes data, outcomes data collection and analysis, or changes in practice.

• Supporting the development and implementation of dashboards and reporting matrixes that provide methodology and decision support for program evaluation and outcomes assessment. QUALIFICATIONS REQUIRED:

Basic Requirements :
Education : Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

Registration : Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Pue! rto Rico, or a territory of the United States. An applicant who has gra! duated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

Additional qualifications for this position include the following:

TO QUALIFY FOR THE GS-13

One year of specialized nursing experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following tasks: providing nursing informatics consultation in a clinical setting; developing policies and procedures related to nursing information systems implementation, use, and maintenance; and designing and carrying out training for nursing informatics end users.
