To oversee Patuxent Institution and Maryland Correctional Institution for Women

Position Overview Provides and supervises mental health care services in a correctional setting. Evaluates patient care and assesses what is required in the way of treatment; condition and adequacy of treatment facilities and programs; need for and condition of necessary equipment. Acts as a consultant for physicians and behavioral health care staff. Attends onsite meetings as determined by the contract. Provides emergency and on-going direct clinical services. Sees patients on a schedule as determined by their clinical need and as scheduled by the DOC facility scheduler. Reviews medical orders and treatment plans. Participates in Peer Review and on-call schedule, as needed.

Credentials Required
  • Maintains a current medical or osteopathic physician’s license and a DEA number.
  • Board certified or eligible in Psychiatry.
  • Maintains a current CPR certification.
  • Must receive and maintain satisfactory background investigation report.
Duties and Responsibilities
  • Ensures that all patients receive appropriate care.
  • Performs routine mental health exams on inmates referred by nursing, medical professional staff, correctional staff, and social workers, under established guidelines. Provides psychiatric treatment and orders; studies, tests, referrals, and ancillary services that are required and that are consistent with medical/psychiatric authority’s commitment to provide basic behavioral health care services.
  • Orders medications for mental health needs while adhering to the established formulary, and in compliance with MHM policies and procedures. Also evaluates inmates on psychotropic medications and conducts psychotropic medication reviews.
  • Performs all duties in keeping with education, training, and/or experience, the scope of practice set forth by the Maryland Board of Medicine’s Professional and Vocational Standards.
  • Legibly documents all patient encounters in the medical and/or mental health record using the format delineated in the contract while adhering to mental health policies and procedures governing documentation. This includes, but is not limited to, all entries being dated, timed and having the author’s legible signature or name stamp.
  • Participates in the development and monitoring of behavioral health policies and procedures.
  • Establishes and promotes a behavioral health team that collaborates in the monitoring of inmates requiring on-going mental health services and the development of individualized mental health treatment plans.
  • Upholds all rules and regulations governing the mental health patient’s confidentiality.
  • Participates in Infection Control, Quality Improvement, and Peer Review activities and committee meetings as they relate to behavioral health issues.
  • Oversees in-service training on mental health related topics for MHM Staff.
  • Follows designated chain of command for resolution of problems and questions.
  • Uses Standard Precautions at all times, including disposal of needles/syringes.
  • Accepts on-call (beeper) responsibilities as scheduled.
  • Prepares required reports and completes required paperwork as it relates to the mental health care programs and services in the expected time frame.
  • Attends seminars, workshops, conferences, etc. as required by MHM.
  • Attends staff meetings, as well as other meetings as required.
  • Maintains a current copy of his/her license, as well as current CPR certification on file with MHM.
  • Performs other related duties as assigned by management.
Experience and Education Requirements
  • Board Certified or Board Eligible in Psychiatry
  • Prefer a minimum of two (2) years of directorship in a clinical setting. Experience in correctional mental health care also preferred.
