Spring Grove Hospital Center, Catonsville, MD.
Main Purpose! of Job
This position is a high level administrative position serving as the Chief Nurse of the Office of Health Care Quality (OHCQ). The Chief Nurse provides an instrumental role in the OHCQ mission through the education of providers and the staff of OHCQ regarding the enforcement and application of regulations, nursing practice and other clinical standards. The Chief Nurse reviews all actual harm or serious deficiencies and provides guidance to the surveyors, coordinators, Deputy Directors, Executive Director and attorneys. He/she may testify in hearings or courts related to actions taken by the office or may assist in the preparation of other staff in conjunction with the Assistant Attorney General for their testimony in court. This person acts as a liaison with other agencies and organizations such as the Boards, Commissions, professional organizations, CMS, and Medicaid as directed by the Executive Director. The Chief Nurse presides over the informal dispute r! esolution conferences requested by the providers that disagree! with OHCQ regulatory findings. The position will be involved in establishing policy and procedures for the office related to survey process and clinical care. As needed the Chief Nurse may participate in surveys to observe the survey process, assist surveyors or to make determinations about regulatory concerns. The position will review and advise the office on legislations and may testify on the office's position on bills. The position will play a key role in writing and reviewing new regulations.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.
Experience: Five years of experiences as a Registered Nurse including four years of experience in an administrative, supervisory, consultative or teaching capacity.
Notes:
1. A Bachelor’s degree in Nursing or health-related field from an accredited college or universit! y and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.
2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. A copy of your license, license verification or license number and expiration date must be attached to your application.
2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
